Born on 11 June 1959 in Celldömölk. Married with one child, his wife is a college senior lecturer.
Graduated from the Department of Manufacturing Engineering of the Faculty of Mechanical Engineering at the Budapest University of Technology in 1983. Worked as an assistant research fellow, assistant lecturer, and dormitory teacher at the University until 1987.  
Member of the Hungarian Chamber of Engineers and the Hungarian Economic Association.
Honorary citizen of the Budapest University of Technology and Economics, and the city of Celldömölk and Szatmárcsek.  
An organiser of the (Reformpárti Esték) round of debates held at the Budapest University of Technology in 1988/89. Acted as the first Secretary of the Budapest Communist Youth Alliance (KISZ) between 1986 and 1989. Founding President of the Left-Wing Youth Association.
One of the founding members of MSZP, the Hungarian Socialist Party, where he served as managing Vice-President between 1998 and 2000.
President of the MSZP Left-Wing Association Platform (Baloldali Tömörülés) from January 2001.
President of MSZP Vas County from 2005 to February 2009.
The MSZP Congress elected him as Vice-President of the organisation in 2007 and 2009.
Elected representative of the city of Budapest at the 1990 municipal elections.
Member of Parliament as of October 1992.
Acquired an individual parliamentary seat in the Budapest constituency No. 6 (Újpest-Rákospalota) in 1994, and was re-elected Member of Parliament in this constituency in 1998, 2002 and 2006.
Leader of the socialist faction's "Youth, modernisation" working group from 1994 until his appointment as Minister and a member of the socialist faction's presidium
Vice-President of the Parliament's Committee on Education and Science between 1994 and 1995
Minister of Labour in the Horn government between 1995 and 1998
Deputy Leader of the MSZP Parliamentary Faction between 1998 and 2000
Minister of Employment and Labour in the Medgyessy government in 2002, and
Minister heading the Prime Minister's Office as of spring 2003
Minister of Chancellery in the Ferenc Gyurcsány government from autumn 2004
Head of the Ministry of Social Affairs and Labour as of June 2006
Minister heading the Prime Minister's Office from July 2007
Minister for Social Policy in the Gordon Bajnai government as of April 2009
